Driver Education Requirements & Procedures for Licensing

Instruction Permit

• Age Requirement: Must be 15 years old
• Classroom Instruction: Complete 30 hours
• Registration: Sign up at www.trf.reg.eleyo.com
• Issued E-Card: Receive online (blue card)

Required for Written Permit Test

• Certified birth certificate (not a photocopy)
• Social Security card (not laminated)
• Blue e-card

Scheduling the Permit Test (Class D Knowledge Test)

• Online: Minnesota DPS Online Services

• Test Location: Thief River Falls, State Building (south of Westside Motors)

After Passing

• Pay the permit fee at the old courthouse
• Begin practicing driving with your parent/guardian
• Schedule Behind-the-Wheel (BTW) instruction by calling the program
• Complete BTW instruction (white e-card issued)
• Complete your driving log

Provisional Driver’s License

• Age Requirement: Must be at least 16 years old
• Completion Requirements:
  • Completed BTW instruction (white e-card)
  • Held permit for 6 months with no violations
  • Farm permit exception: 15 years old with no 6-month requirement

• Permit
• White e-card
• Proof of vehicle insurance
• Completed driving log sheet
